At its September 22, 2026 budget hearing, the Volusia County Council voted to defund the Law Library by 70% beginning October 1, thereby immediately divesting 100% of its fiscal support; the remaining 30% to be covered by State Mandated revenue from fines, leaving the Law Library to operate below its 2001 budget level.
The Law Library was established by the Laws of Florida 75 years ago to provide public access to the law and courts through the availability of necessary legal resources and services. Volusia County Ordinances and the Volusia County Budget Department support the fulfillment of this public need.
The Law Library will endeavor to continue to serve the legal information needs of the public and the legal community while it can and to the extent that it can while this organization and its supporters ask the Council to reinstate adequate funding in order to remain open and viable.
Effective immediately:
Westlaw access is canceled at the Public Library satellite locations in Ormond Beach, New Smyrna Beach, and Deltona.
Remote access to Westlaw via vclawlib.org is canceled.
Westlaw access is decreased to one user each at the DeLand and Daytona Beach Law Libraries.
All other electronic and print subscriptions and purchases that are not under active contracts are cancelled. Active contracts will not be renewed.
The VCLL website will be discontinued in 2027.
Every effort will be made to continue staffing the Law Library through this year, however, periodic closures of the DeLand and Daytona Beach Law Libraries will be necessary in order to address critical administrative and labor-intensive tasks associated with ceasing and dismantling operations.
